Strengthening Carbon Footprint Management to Promote the Achievement of the "Dual Carbon" Goals

On May 29, 2024, the Ministry of Ecology and Environment held a regular press conference for May. Pei Xiaofei, spokesperson for the Ministry of Ecology and Environment, stated that in order to strengthen the management of carbon footprint, the Ministry of Ecology and Environment has prepared an Implementation Plan for Establishing a Carbon Footprint Management System. The plan is to be jointly issued with other departments in the near future, starting from product carbon footprint, improving domestic rules, promoting international integration, and establishing a unified and standardized carbon footprint management system. There are mainly the following considerations and arrangements:

One is to establish a sound carbon footprint management system. Starting from basic work such as standards, factors, and institutional rules, we will promote the release of the General Rules for Product Carbon Footprint Accounting and the Key Product Carbon Footprint Accounting Rules and Standards. We will establish and improve a database of product carbon footprint factors, as well as systems for identification, certification, hierarchical management, and information disclosure.

The second is to build a multi-party participation work pattern. Strengthen policy coordination, increase financial support, enrich and expand the application scenarios of product carbon footprint, encourage local pilot projects and policy innovation, promote key industry enterprises to take the lead in trial, and form a collaborative and collaborative work pattern for promoting product carbon footprint.

The third is to promote international mutual trust in product carbon footprint rules. Track, study and judge the development trend of international carbon related trade policies and rules related to product carbon footprint, promote international docking of product carbon footprint rules, exchange and mutual recognition of product carbon footprint rules with countries jointly building the "the Belt and Road", actively participate in the formulation of international standard rules, and strengthen international exchanges and cooperation in carbon footprint work.

The fourth is to enhance the level of product carbon footprint capacity construction. Strengthen the construction of product carbon footprint accounting capabilities, standardize professional services, cultivate specialized talent teams and institutions, strengthen data quality, data security management, and intellectual property protection.

Next, the Ministry of Ecology and Environment will accelerate the research and release of carbon footprint accounting methods and carbon footprint factors for key products such as electricity, coal, and fuel, providing a solid foundation for the full lifecycle carbon footprint accounting of downstream products, and promoting the refinement, implementation, and implementation of carbon footprint work in a "comprehensive", "full chain", and "full process" manner.

生态环境部：加强碳足迹管理 助推“双碳”目标实现

2024年5月29日，生态环境部召开5月例行新闻发布会，生态环境部新闻发言人裴晓菲表示，为加强碳足迹的管理，生态环境部编制了《关于建立碳足迹管理体系的实施方案》，拟于近期会同其他部委联合印发，从产品碳足迹着手，完善国内规则、促进国际衔接，建立统一规范的碳足迹管理体系。主要有以下几方面的考虑和安排：

一是建立健全碳足迹管理体系。从标准、因子、制度规则等基础性工作着手，推动发布产品碳足迹核算通则标准和重点产品碳足迹核算规则标准，建立完善产品碳足迹因子数据库以及标识认证、分级管理、信息披露等制度。

二是构建多方参与的工作格局。强化政策协同，加大金融支持力度，丰富拓展推广产品碳足迹应用场景，鼓励地方试点和政策创新，推动重点行业企业先行先试，形成推广产品碳足迹合力和共建、共担、共享工作格局。

三是推动产品碳足迹规则国际互信。跟踪研判国际涉碳贸易政策和产品碳足迹相关规则发展趋势，推动产品碳足迹规则国际对接，与共建“一带一路”国家产品碳足迹规则交流互认，积极参与国际标准规则制定，加强碳足迹工作国际交流与合作。

四是提升产品碳足迹能力建设水平。加强产品碳足迹核算能力建设，规范专业服务，培育专业化人才队伍和机构，强化数据质量、数据安全管理以及知识产权保护。

下一步，生态环境部将加快研究发布电力、煤炭、燃油等重点产品碳足迹核算方法和碳足迹因子，为下游产品全生命周期碳足迹核算工作提供坚实基础，“全方位”“全链条”“全过程”推动碳足迹工作落细、落实、落地。
