Wang Wenbin introduced that the International Tribunal for the Law of the Sea issued an advisory opinion on climate change on the evening of May 21, Beijing time. The Chinese side notes that the advisory opinion confirms the core position of the United Nations Framework Convention on Climate Change system in addressing climate change issues, and points out that countries should consider relevant international rules and standards of the Framework Convention system when fulfilling their environmental obligations under the United Nations Convention on the Law of the Sea.
China upholds the spirit of respecting the international rule of law, and from the perspective of safeguarding the overall interests of the international community, emphasizes that the United Nations Framework Convention on Climate Change system occupies a fundamental and core position in addressing climate change issues, and puts forward constructive views and proposals, making contributions to improving the global climate and ocean governance system, which has received positive evaluations from all parties.
Wang Wenbin stated that as a responsible developing country, China has implemented a national strategy to actively address climate change and will achieve the largest global carbon intensity reduction in the shortest time in history. Dealing with climate change and its adverse effects is a common cause of all mankind. China is willing to work together with the international community to unite and cooperate on issues such as addressing climate change and protecting the marine environment, and to seek a path of harmonious coexistence between humans and nature.

汪文斌介绍,国际海洋法法庭于北京时间5月21日晚发布了涉气候变化咨询意见。中方注意到,该咨询意见确认《联合国气候变化框架公约》体系,在处理气候变化问题方面居于核心地位,指出各国在履行《联合国海洋法公约》框架下的环保义务时,应考虑《框架公约》体系相关国际规则和标准。
他指出,在本次咨询意见中,中方以习近平生态文明思想为指引,深入参与案件全过程,向法庭提交书面意见,并在历史上首次参加法庭口头程序。中方秉持尊重国际法治精神,从维护国际社会整体利益出发,强调《联合国气候变化框架公约》体系在处理气候变化问题方面居于基础和核心地位,提出建设性的观点主张,为完善全球气候海洋治理体系作出贡献,得到各方积极评价。
